It is a fast packet data networking service that sends data over the public network through temporary or "virtual" connections. The connections are considered "virtual" because they are kept open only when data is transferred or downloaded. Although the line is always connected to the Internet, Frame Relay allocates bandwidth on an as-needed basis. By comparison, leased lines dedicated exclusively to that customer are always "open" and sit unused between bursts of activity.
